The first step is to get a vivid and colorful, simplified image that looks like a gouache. Choose the following parameters:
Simplicity - max;
Saturation - max;
Max Stroke Length - above average;
Stroke Thickness - average or above;
Stroke Intensity - zero;
Stroke Curvature - min;
Wide Background Strokes - average or above.

Start processing , then save and reopen the result .
Switch to the effect parameters (Painting tab). Set the maximum Simplify; the rest of the settings leave as is.
